To be eligible for a Self Invested Personal Pension (SIPP) you need to meet the following basic requirements:

You must a be a resident of the United Kingdom
You have to be 75 years or younger and want to contribute to a SIPP, or;
You must want to transfer the value of an existing pension into your SIPP

In 2007 new rules came into place regarding SIPPs and a much bigger scope for making contributions took place in which increased rewards were made available. This meaning that a SIPP now gave even more choice of investment than was previously available.

The most common people that get SIPPs are the self employed, non-working spouses, children that are under 19 and United Kingdom residents living overseas. For more information about SIPP eligibility check any of a number of internet resources.
